Overview

The Plaridel Bypass Road — also referred to in some DPWH planning documents as the Plaridel–Pulilan Diversion Road — is a 24.6-kilometre national secondary road in the province of Bulacan, Central Luzon, Philippines. It bypasses the town propers of Plaridel, Pulilan, Baliwag and San Rafael, serving as an alternative route to the heavily congested Pan-Philippine Highway (locally known as the Philippine–Japan Friendship Highway or MacArthur Highway).

The bypass links the North Luzon Expressway (NLEX) exit at Balagtas, Bulacan with the Pan-Philippine Highway near San Rafael, providing a high-capacity corridor for through-traffic between Metro Manila and the northern Central Luzon provinces. It is administered by the Department of Public Works and Highways (DPWH) Regional Office No. III.

Construction phases

The Plaridel Bypass was built in multiple phases under the Arterial Road Bypass Project (ARBP), financed through Official Development Assistance loans from the Japan International Cooperation Agency (JICA).

2024 expansion to four lanes

In October 2024 the DPWH opened the expanded 22.46-kilometre four-lane upgrade of the bypass. Previously a two-lane road along most of its length, the expansion raised capacity in response to traffic volumes that had exceeded original projections, particularly during peak commuting periods and the holiday travel seasons.

The expansion was reported by DPWH to have improved mobility through Balagtas, Guiguinto, Plaridel, Bustos and San Rafael, and was credited with stimulating agriculture, commerce and tourism activity along the corridor by reducing transit times to and from Metro Manila.

A separate but complementary project, the Pulilan–Baliwag Diversion Road, is a 9.6-kilometre alternate alignment that diverts local traffic from the most congested portions of the Pan-Philippine Highway through Pulilan and Baliwag town propers. Construction began in 2016 and the road was fully opened to motorists in the early 2020s under the DPWH Region III road network programme.

Together, the Plaridel Bypass and the Pulilan–Baliwag Diversion Road form a parallel corridor that effectively decongests the historic Pan-Philippine Highway alignment through central Bulacan.

Strategic significance

The bypass forms part of the broader high-standard highway network connecting Metro Manila with the northern Luzon agricultural belt. Together with NLEX, the Subic–Clark–Tarlac Expressway (SCTEX) and the Tarlac–Pangasinan–La Union Expressway (TPLEX), it provides high-capacity access from the National Capital Region to Tarlac, Pangasinan, La Union and the Ilocos Region.

By bypassing congested town centres, it has also been instrumental in supporting time-sensitive logistics for Bulacan's poultry, dairy and rice-processing industries, and in facilitating tourist access to heritage destinations in Bustos, Baliwag and San Rafael.
